Scot Wrighton is a governance consultant, local government manager and author. His entire career has been about making governments better. He served on the faculty of the University of Georgia’s Carl Vinson Institute of Government, and worked and taught in America and internationally to advance good governance principles. Article 5 of the Constitution is short on details about how to call and manage a convention of states. Wrighton believes that this is not a reason to never call a convention of states; it is a reason to bring what we have learned about operating constitutional government efficiently for 236 years to the convening and management of an Article 5 convention of states.
“In a democracy, we should not be afraid of collaborative governance and solutions based on compromise. The Founding Fathers were not afraid of them either, so they inserted Article 5 into our Constitution.”

Explains why an Article 5 convention of states could be productive rather than chaotic, arguing that its process forces compromise and prevents extreme or undemocratic proposals from surviving ratification.

Outlines a practical plan for organizing and managing an Article 5 convention, emphasizing strong rules to keep delegates focused and maintain civility despite political pressures.
